Abacha was a general in the Nigerian milltary and he served as the head of state of Nigeria from 1993 till he died in 1998. It's no news,that during his regime,he was a dictator and this led to the violation of several rights of the people as well as increase in corruption level. Wherein,over$300m was looted from the Nigerian government by the Nigerian government (sanni Abacha himself). Some sources claimed it's $311m, others $320,all this affirms that he stole.

However,some members of the United State,house of representatives, Chris Smith and Steve Chabot, expressed great concern over the alleged violation of human rights under the current leadership of Nigeria led by President, major General Muhammadu Buhari (retd.) as regards the return of $320m stolen by the late dictator Sanni Abacha.

A letter was sent to the US attorney General, William Barr_ by a United states based political organisation, The American Principles Project, on April 22,2020 and this letter was signed by the executive Director  of the APP organisation. Terry Schiling by name, stated "his concerns on the kind of Nigerian behaviour brewing and growing under President Muhammadu Buhari's administration".

More so, a US senator in person of Grassely,wrote a letter to the Department of Justice, United States, explicitly stating that; Nigerians rights are being sabotaged, rights such as freedom of speech, choice, due process and order, rule of law, freedom of religion.saying in his letter,that;

"Persecution of Christians have become the order of the day,the penetration of this in the nation is so subtle yet the rate of increase is alarming".

The APP, ruled against the decision made by the   Department of Justice to return  the $320m Abacha stole to Nigeria saying that it should not be returned until the human  rights, religious liberties as well as,free and fair political system and rule has improved because such funds would just get stolen again and again, and the future of its citizens lost.

They,also said that lately,the US Government reached a conclusion that under the administration of Buhari, Nigeria has become a terrible offender of religious freedom" and the evidences to back up their conclusions are enormous".

 One of which is, "The International Organisation for Peace Building and Social Justice, Amnesty international and the International committee on Nigeria, Humanitarian Aid and Relif Trust have recorded that since president Muhammadu Buhari came into power,in  2015, over 12,000 Nigerians have been murdered and more than half of this deaths have  been singled out because of their faith as Christians".

  The group, further stated  that apart from the "subtle yet constant occurring" persecution of Christians, the 2019 human rights; reported by US state department had claimed systematic human rights and due process violations at the hands of chairman of the Economic and Financial Crimes Commission, Ibrahim Magu and Minister of Justice and Attorney General of the federation, Attorney Abubakar Malami.

They also reported that the so called (men for the people) and their various organisation are  responsible for important human rights issues such as forced disappearance, toture, unlawful and arbitrary killings, barbaric killings, extrajudicial killings, unnecessary detention etc, every of this act executed by government and non-state actors and also life threatening conditions and inhumane treatment in the prisons.

It further stated that the US government should use every resources and enforcement mechanism at his disposal to ensure the corrupt government criminals and perpetrators of crimes in the government para-statals of Nigeria,against freedom of religion and against humanity must be held to account.

Terry Schiling, however requested for some Information from the Department of Justice on behalf of the organisation APP. They asked- if the funds have  been returned to Nigeria and if not when would it be returned?
-He also asked,if the DOJ Intends on addressing the question raised by the members of the Congress'.
Finally, the attorney General Barr of the APP organisation, encouged the DOJ to commence an Investigation on the Nigerian EFCC and their role in detaining individuals who have spoken against President Buhari's government and warrants the consideration of sanctions against EFCC chairman Magu and Attorney General Malami under the Frank R. Wolf International Religious Freedom Act and Global Magnitsky Act". It stated.
